Lifeline is the Federal Communications Commission's program, established in 1985, intended to make communications services more affordable for low-income consumers. Lifeline provides subscribers a discount on monthly telephone service purchased from participating providers in the marketplace.
The Lifeline program was started in 1985 but took its present form in 1997 under the Telecommunications Act of 1996.

You can get Lifeline if you (or someone in your household) participate in one of these programs:
1) Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps
2) Medicaid/Medical
3) Supplemental Security Income (SSI)
4) Federal Public Housing Assistance (FPHA)
5) Veterans Pension and Survivors Benefit
You will have to show proof of participation, like a benefit letter or official document, when you apply for Lifeline.
Tribal Assistance Programs:
You can get Lifeline if your household income is at or below 200% of the Federal Poverty Guidelines, or if you (or someone in your household) participate in:
1) Any of the federal assistance programs listed above
2) Bureau of Indian Affairs General Assistance
3) Head Start (only households meeting the income qualifying standard)
4) Tribal Temporary Assistance for Needy Families (Tribal TANF)
5) Food Distribution Program on Indian Reservations

Enrollment Freeze Limitation. The California LifeLine Program has the following limitation on consumers requesting the California LifeLine discounts for phone services.
Limitation #1 = 30 Day Waiting Period for an Enrollment Request for the California LifeLine Discounts for Cell Phone Service
When a consumer submits an enrollment request to receive the California LifeLine discounts for cell phone service the consumer has to wait up to 30 days to submit another enrollment request. A consumer CANNOT have multiple enrollment requests for the California LifeLine discounts for cell phone service going at the same time. The 30-day waiting period ends when either 1) the California LifeLine Administrator sends the final eligibility decision, 2) the enrollment request is cancelled, or 3) the 30 days have passed since the enrollment request, whichever occurs first. After the 30-day clock stops, a consumer may then submit another enrollment request for the California LifeLine discounts for cell phone service, as applicable.
